1. Select the location: Investment Inviting Dept. will make first-hand investigation accompanying the investors to select the location.
2. Payment of the earnest money: 10% of the sum of land use fee needs to be paid to Financial and Taxation Office as the earnest money.
3. Confirm the four addresses: Land Constructing Dept. will measure the four borders.
4. Conceptual design: designing the plane layout according to the measure of the four borders.
5. Examination of the Conceptual drawing: the leaders of the administrative committee of the park will send the Conceptual drawing to the concerned mayor for examination.
6. Submitting project proposal: Investment Inviting Dept. will assist the investors to submit project proposal.
7. Design architectural drawing: Land Constructing Dept. will assist the investors to design the architectural drawing.
8. Transact the construction procedures: Transact all the construction procedures to Land Constructing Dept.
9. The land user should offer the layout license of land used for constructing, the layout drawing and the location maps which were issued by the administrative section.
10. To transact the layout license of land used for constructing should offer:
(1) Official approve document for project proposal (the same year)
(2) The layout drawing and the architectural drawing designed by institutions with correspondence qualification. Two or more schemes are needed for the key projects or the projects along the main road.
11. To transact the constructing procedures should offer:
(1) Report for start construction
(2) Quality supervise license;
(3) Two schemes are needed if building the factory bounding wall or entrance door.
12． Signing the land use contract, Land Administrative Section will transact other procedures.
13. Measuring the land and set boundary markers after approved by the county government.
14. Issue the land use license after paying off the land use fee.
15. before constructing,
(1) The construction enterprises should fill in <application form for constructing license of Yantai city>
(2) The construction enterprises should fill in < application form for constructing license of Shandong Province>
(3) The constructing enterprises should transact the quality supervising procedures according to national prescribe.
16. Electric power installation: apply to Dongcun Power Substation 10-15 days advanced.
17. Telephone installation: apply to telecommunication office 15 days advanced.
